The aim of the study, carried out in 2016 by order of the Estonian Ministry of Internal Affairs, was to review the laws, best practices and processes related to the processing of biometric and biographical data in Europe. As a result, a number of recommendations were prepared for the Estonian state, taking into account the information received and current trends. These recommendations formed the basis of the state strategy of identity management. The object of the study included 11 countries of the European Union and the Schengen area.
